Which forum rule allows users to post contact information that can be used to contact them outside of the game or forums?

From the Rules of RuneScape:
Original message details are unavailable.
For privacy and safety, players must not ask for personal details such as full name, email address, instant messenger handles, telephone number, home/school address or age. Players also must not post anyone's personal contact details (including their own) on our in-game chat or forums.

From the Terms & Conditions:
Original message details are unavailable.
User content must not reveal details that enable you or anyone else to be identified or contacted outside of the game (e.g. last name, postal/email address or telephone number);

From the Code of Conduct:
Original message details are unavailable.
Keep personal information confidential, to protect you and other players.

I can't find a rule in the Code of Conduct or in any of the Forum Specific Rules that states users are permitted to post details that can be used to contact them outside of the game or forums.

Am I missing it somewhere?

Nothing. It's a different topic. Didn't you read it before you responded? Or did you just skim the title, and assume what the thread was about?

With the exception of being allowed to advertise your Twitter, Twitch, and, more recently, your Discord server (e.g. if you are running a clan) on the forums, no, you are not missing anything and you should continue to avoid both revealing and requesting personal information.

Is your Twitter, Twitch and Discord contact details not considered as private? You can be contacted there by whomever in the same way that you could be contacted if you revealed your e-mail address, or phone number?

None of the Rules about personal details seem to reflect the allowing of Twitch, Twitter and Discord.

Twitter, and subsequently Twitch per the same line of thought, was allowed following talks between Mod Infinity and Stevew in late 2013 (Twitch was late 2014). I cannot seem to locate the threads announcing this change today, though they remain in place and are implicitly covered by the loosened forum rules (which also allowed Discord handles and discord.gg clan invite links) introduced in 2017.

It is hard to provide something explicit when that something is implicit. Prior to the changes made in 2017, the Code of Conduct contained a line explicitly concerning the abovementioned changes to handles. One of the motivations towards changing the Code of Conduct was to shorten it and make it a brief read for the few lost, but honest souls who made their way there. This, among other things, meant that specific examples of do's and don't's were removed.

Okay, so, how is it covered implicitly in the rules, if the CoC, the T&C, and the RoR all explicitly state that it is forbidden?

Where is the implicitly?
