They're every 3 minutes and even the tiniest xp gains work (e.g. even disassembling a single item).
Note that the mechanic only seems to track by the minute - regardless of if you get some at 1 minute 15 seconds past an hour or 1 minute 45 seconds past you won't be able to get another at 3 minutes 50 seconds past but will be able to at 4 minutes 5 seconds past for example, the next after that would then be available after the 7 minute mark too as long as you gain them between 4 minutes and 4 minutes 59 seconds.
This effectively gives just short of a 1 minute timeframe to gain xp in to maintain an optimal rate, gaining shards every 3 minute cycle. This averages out at 500 shards/hour (average 25 per outside of event area).
The lummy crater does not increase the frequency you get them but rather the amount you get when you do get them - there's also a relatively small RNG factor to the amount you get each time everywhere of course.
The only problem here really is Jagex not bothering to make some content compatible with it. My usual solution is a stack of noted logs if I need inventory space while doing something it doesn't work with or if I don't need space then a bunch of robust glass to make one at a time just because I have loads I need to make and never seem to get around to it.
