This suggestion is for a new boss, the Supreme Chaos Elemental (identified in-game as eLeMeNTaL oF SuPReMe cHaOs).

He is accessed by navigating a maze *underneath* the Chaos rune altar in Level 9 Wilderness. The entire maze and boss area is also considered Level 9 Wilderness.

A companion thread detailing Hex Prayers, a second prayer book with Zamorakian theme, discusses how this could be locked behind a sequel to What Lies Within in a quest I’m calling In Chaos We Trust. In it, the Dagon Hai seek to create a new chaos god to replace Zamorak, who has abandoned them since the third age and enlist the adventurer and the Chaos Elemental’s knowledge to do so. However, the Varrock Palace Secret Guard and the Chaos Elemental create chaos when the plan instead creates an upgraded form of the Chaos Elemental and wrecks havoc on the Dagon Hai and their plans! Alternatively, this could be released without the quest and backstory as a standalone piece of content.

~ What? ~

Quite simply, this is a much harder version of the Chaos Elemental with more tricks up its sleeve…do not attempt to fight this solo! This is meant to be a group boss, and the entire area is multi-combat Wilderness, so bring only trusted friends!

Behavior: It has 60 Prayer Points and uses Protection Prayers without regard to attacks against it. It will randomly pick a new Protection Prayer every 12 seconds. When its Prayer Points run out, it will not use prayers any longer. Also, it teleports around the room every few seconds. It chooses targets AT RANDOM and randomly decides to change targets. Finally, the Wilderness level (defaults to 9) randomly changes during the battle from 9-99.

Its attacks:

1. Standard Ball of Energy (Red - Melee, Green - Ranged, Blue - Magic, chosen at random) - max 43. It uses this attack anytime it isn’t using a special attack.
2. TeleMass - Every 3-5 attacks, it will unleash a purple blast that teleports everyone randomly around the room.
3. Equipment Chaos - Every 10-15 attacks, it will unequip a random amount of everyone’s equipment/weapons, and if you don’t have room in your inventory for the unequipped items, it will randomly place that item on the GROUND somewhere in the room! You have been warned.

4. Health Swap - At random, it will swap its health bar with a target player. Meaning if it has 45% HP left and the target has 85% HP left, the swap will reverse these numbers. This is its only way of healing, but since it chooses at random, it could actually lower its HP also.
5. Wheel of Fate - A transparent overlay appears on the screen of a wheel spinning and lands on one of several “prizes” (from its drop table) - the first player to attack another player gets this drop instantly. This has a 5-second timer, after which the “offer” is invalid.
6. Clouds of DOOM - At random, it spawns several Clouds of DOOM around the field. They are stationary and last 60 seconds or until the boss dies. If a player runs through these clouds (Tip: Be careful if you have autoretaliate on and get teleported away.), they get the DOOM status (a Black Skull above their heads) and will get auto-killed in 60 seconds. The only way to remove this effect and fate is to get Skulled…but the Black Skull makes it where 75% of attacks against players will NOT skull you while inside the chamber, so it’ll likely take several attacks to remove the status. He will ALWAYS do this attack before teleporting everyone, and he will ALWAYS teleport at least one player directly into a cloud. This means that solo'ing this boss is basically impossible.
7. “In Chaos We Trust!”- The boss sets the Wilderness Level to 99, then puts a target (beam shining down) on its target player, letting the rest of the room know that the first person to lay the killing blow on that target player will get a guaranteed exclusive drop of <insert item here>. This is the ONLY way to obtain these items and will be very valuable. This has a 30-second timer, during which the boss is immune from damage.

1. Chaotic Ash - can be thrown in the wind, granting Prayer XP, similar to bones. Stackable. XP it grants is *random* between 1 and 500, centered around 100. However, it has the unique property that it has a chance equal to 1/N (where N is the number of Chaotic Ash you’ve ever used before) of raising its minimum XP given by 1. (So it’d then be between 2 and 500, then between 3 and 500, and so forth). So eventually, after thousands and thousands used, this could give the most XP in the game for Prayer. Est. GP Value: 5,000 GP
2. Entropic Staff - Requires Level 60 Magic/Attack. Provides unlimited Chaos Runes. Est. GP Value: 20m GP
3. Pufferfish - a food healing random amounts from 1 to 30. Est. GP Value: 2,000 GP
4. Amulet of Entropy - an amulet that can be used anywhere in the Wilderness (regardless of Level) to teleport you somewhere deeper into the Wilderness, at random. If you’re already at the deepest part, the amulet refuses to function. Requires to be charged with Chaos Runes (up to 10,000) and gets 1 charge per rune, and it uses 100 charges per teleport. It has a 25% of REFUSING to work, and if it does, it is unusable for 15 seconds. Est. GP Value: 5m gp
5. Blue Topaz Crystals - stackable, each attack done in the Wilderness consumes 1 crystal. Adds a flat +5 damage onto each attack inflicted by you in the Wilderness. Est. GP Value: 8,000 GP
6. 3 New Prayers - ONLY obtainable by the “In Chaos We Trust!” Attack of the boss, not by killing it. These are tradeable and meant to be Level 80 Prayers. Ideas for these are detailed in the thread given at the top of the page for the Hex Prayer book. Est. GP Value: 30m-50m gp each

There's enough dead content in the wilderness already. The only way for it to be made relevant is to make the rewards game breaking (staff that gives infinite chaos runes, +5 damage for every attack, tier 80 prayers.....really?) and that's not very good for the rest of the game.

What exactly about those rewards are overpowered? The staff would likely be tens of millions gp and only provides chaos runes, not higher leveled ones. If need be, it could be charged with Chaos Runes and then have a % chance not to consume them - that works, too. The Blue Topaz Crystals would only work in the Wilderness and be consumed on use - it's really only useful for pk'ing, it'd likely be way too expensive for players to train with them. And for the Prayers thing, you really should look at the Hex thread as it details what they would do. It is NOT anywhere near the power level of Soul Split or anything. And Level 80 is really not asking too much.
