I think that Saradomin is just a normal human being from his own time, who was firmly ingrained in Teragardian culture. He does have decent intentions like most humans do, but the people who live their are said to be self-superior in their own right. Then there's the rashness of his actions, which seems to be a byproduct of his own unique personality set aside from said culture.

Since the ascended gods seem to retain mortal aspects, like Zamorak believing that chaos makes people grow stronger (the Mahjarrat had spent their time in Freneskae fighting for survival and to be the strongest race) and Armadyl possibly getting sick of the infighting between the aviansie on Abbinah because of competition for water and shelter, I sympathised with Saradomin trying to help the centaurs. But I also felt that using the wand wasn't the way to go about it and that Sir Owen should be in peace, so I tried to destroy it. Of course, his resolve stopped me doing that and Owen came back as a zombie.

I used to be a Saradominist before I found out about Zaros, and while I still believe Saradomin has good in him, he should have had a role model as a mortal in my opinion.

Death is consistently bringing poor World Guardian back from the dead, without their permission or valuables, as part of Guthix's/Death's protection racket. I hardly see how Saradomin is worse.

I was about to post the same thing =p
But in all seriousness, this is simply an ethical debate to no end, only coming down people their own subjective views. From what I could gather from the first few posts (after the whole god debate got out of hand =p), the OP has a rather deontological view on the matter: reviving people from the dead is principally wrong, thereby Saradomin is conducting an unethical act if he were to do such a thing.
I have a more utiliteralistic stance on the matter, looking more at the benefits and costs. yet even then I come to the conclusion that with Saradomin using the wand cause more harm than good. Not having complete control poses the risk of reviving centaurs as zombie like creatures, while even with complete control you are reviving individuals in a world they are not familiar with (thousands of years have passed).

Given his shock when reviving Sir Owen, I would think he realizes the risks and refrain from his plans on using the wand. After all, not only would such an act be called unethical, his entire following would frown upon him doing such a thing. Making the losses far higher than the gains.

Yet if one would be able to use said wand perfectly and has the intend of using it on a fallen race to give them a second chance (be it the Aviansee or the Centaurs), I would have little issues with that. Similarly like I have no issue being revived over and over again as well =p

Honestly I think the cos-play had a bigger role in depiction of "Saradomin/Zamorak" as "good/bad" gods rather than grey with their own philosophies/ideals. They should have altered the themes of both if they wanted to grey them out, the adding of negative lore was too much and too soon for Saradomin to handle. It had nothing to do with the "lore" in player's minds but how they acted out in cutscenes and the cosplay themes. Should have instead started by variation of creatures and adding colors to the cosplay that grey them out, for example maybe a bit of black or grey to the temple knight armor and some use of "white/green/blue" within certain occasions to the Zamorakians but its too late for that.
