Was Zamorak already a god when Khazard was conceived?

Palkeera died during the Battle of Uzer shortly after Khazard's birth. She was still in a weakened state after giving birth, and was trying to prove how powerful she still was.

The Battle of Uzer happened around 3669 of the Third Age, so Zamorak would have been ascended for 3000+ years when Palkeera died. That means that 5-6 Rituals of Rejuvenation would have occurred between the two events.

This all points towards Zamorak being a god when Khazard was conceived. This means that he is the only known mortal with divine heritage. What could this mean in respect to his power, is he naturally stronger than a regular Mahjarrat? I think this is the beginning of big things for Khazard. Does this mean that any god can reproduce with a mortal? Is Khazard a demi-god?

Khazard is not a demi-god no, and he isn't naturally stronger than any of the other mahjarrat. In-fact he's one of the weakest mahjarrat at the moment.

Of course there is the dialogue from the Oracle we should pay attention to which states that the youngest mahjarrat has the most potential. It's been debated whether that's Khazard or Moia, but with the recent reveal I'd guess Khazard.

I'm just saying that this is the only known mention in RS lore of a god parenting a child in their species' traditional sense. Does this not mean anything for Khazard? When Tumeken and Elidinis had children, they were low level gods; does Khazard not get to be like...half-god or something.

I can't give a definitive answer, but I can think of two possibilities.

The first is that he received some extra power from having a godly parent, but that doesn't necessarily make him all that outstanding amongst the Mahjarrat (he was conceived without drawing power from Mah, so it might just have made up the deficit from that) or grant him innate understanding of how to use that power.

The second is that he really didn't inherit anything additional from having a godly Daddy. Think of it along the lines of how having a bodybuilder for a parent. They may have developed their muscles and gotten strong, but you wouldn't naturally be stronger as it is not a heritable trait.

I get where you're coming from Hguoh, but my thought about the desert pantheon was that there's no reason to believe that Tumeken or Elidinis were never mortal. They both ascended at some point, and therefore, when they had offspring, they were born ascended.

I'm more curious of Zamorak is a god now.

After the energy drain, the beating from Zaros, and the throwing his energy into the obelisk to give to the Mahjarrat.. where does he stand?

Well, we've seen what mortal Zamorak looks like. While he lost his wings, he still hasn't returned to his weird looking Mahjarrat-y self. He may have lost power from getting beat up and trying to give the rest to his fellow Mahjarrat, but he got a portion of Mah's power at the same time.
