From the JMod Premier Club Q&A:

So, who was around at the time? Let's account for where everyone was near the end of Endgame:

The Ascended Gods: Very unlikely, unless Armadyl's lying here:

Original message details are unavailable.
When the stone exploded, the energies cast me out of the labyrinth and I was unable to return.

Zaros & Seren: Got teleported off for a chat with Jas just like you did, and got kicked out back to the surface once Jas had had enough of Zaros's tantrum.

Kerapac & the Dragonkin: Likely the same deal as the ascended gods.

The Barrows Brothers: Eh. Doesn't seem likely to me. While they're obviously known for having accepted incredibly powerful weaponry, I don't think they'd have much use for the Staff of Armadyl. Of the two who use magic, Ahrim was definitely the most dickish but you'd hope he's been taught a lesson from Kindred Spirits, and Akrisae (he'll be there in replays dammit!!) definitely knows better than to grab the thing for himself. Though it's not like he'd be the one getting the staff anyway because Forgotten. Also see Linza below.

The Champions of Sliske:

Linza the Disgraced: She's seen as soon as you get out of the maze, and is notably staff-less. Also, again, you'd hope Kindred Spirits taught her a lesson.

Gregorovic: probably gone right back to blaring dubstep music in his little corner of the Heart

Nomad is the one who seems most likely to me. He's already shown a propensity to nab Elder Artefacts (cf. Dishonour Among Thieves), he was there, and now he's free of Sliske's Control. There's absolutely no doubt that he'll be up to something.

So... Nomad's Lament when? Featuring Nomad Fight v5!!!

Oh, and can't believe I forgot this option:

Unnamed Wight #453632: Happened to bump into the Staff of Armadyl as they shambled about the empty arena, and will be ascending to godhood as soon as they can find a god to siphon. Unless their flesh rots off first.

That's a shame. I was hoping the WG would have the staff.

My money is on Nomad.

Still waiting for a cosmetic version of the elder staff.

yeh, the way the quest handled this was pretty disappointing.

To me, it makes the most sense for Relomia to have the Siphon (she could have lifted it from us during our "blackout";), but just appearing and disappearing as it did, with no mention, no other presence, almost makes it seem as if its appearance in the quest is non-canon. I'm hoping they clean this up with the replay.

I agree that Relomia probably has the Siphon. Something did happen during our loss of consciousness which made Relomia change her mood when we recovered from it. This could mean that we were probably not in total control of ourselves during that time and suggests that Sliske could have easily passed the Siphon to her during that time.

I actually think the use of the blackout might be intended since we would not be totally aware of our actions at that time. This "lapse of memory" would make the player seem as though we had forgotten about the Siphon altogether. As an elder artefact, it would be quite hard to forget about it (no mention about what happened to the Siphon) and the only way that could happen if someone would be messing with the player's mind.

We didn't even have the Siphon on us when we were chatting with Jas, let alone by the time we reached Relomia. All signs point to it having been taken almost immediately after we were whisked away.

Check out Raven's twitter. It was added in. Sliske now has it throughout the entire quest instead of just near the end.

I have noticed your kind does tend to blindly stumble forward towards danger simply because it exists. What is your word for that?

Pretty sure it'll end up being Nomad.

I wouldn't be surprised if he also somehow got ahold of a piece of the stone, as well.

Well I see it being either Nomad or Jas. It depends on what route Jagex decide to go down. If they want wright Nomad to become a recurring villain then he'll have the staff.

However we can't discount the fact that Jas could've easily took it off us when we were teleported to her. Since it could be come involved in the "test" at some point. This could make Jas a dangerous character since she is currently the most powerful known being in the rs universe.
The statement below is false.
