Like what? New Domina, which seems like a tyrannical hellhole? I don't think places like Falador or Varrock are good places either for that matter, but I'm not going to put the blame on Saradomin since they didn't come into being until he was banished.
Runescape doesn't need a hero...it needs a villain. An all encompassing force of evil that will remain ever-threatening and use chaos to make the peoples of Gielinor tolerate each other, grow strong together, and fight side by side against this evil. I am that villain.

Basically any walled city west of Morytania, barring west Ardy, where people can live out their careers as they see fit without getting attacked by monsters. I don't think New Domina was made up until the RS3 era where everything about him has to be awful.

Again, love them or hate them, the current human settlements weren't made until after Saradomin left. Even Falador, which I can at least acknowledge has a currently strong Saradominist leaning, had no guidance or help from him.
