I think what we are seeing here is a build up to a "pantheon" of Anima Guardians. Guthix had his Guardians, and the anima mundi has it's guardians.

So far, we have...

-Vorago
-Telos
-Sally

What I find interesting is that these all seem to be at least somewhat intelligent creatures. Now, my headcannon has always been that Brassica Prime is another one of these Anima Guardians, but something happened to him.

Think about what happened to Mah, she was essentially a stillborn. Still a extremely powerful being, but mentally not all there.

Now imagine this happening to Brassica. Since we know basically nothing about his past, I like to imagine that he was a guardian of Forinthry, but when it was destroyed, it destroyed his sanity with it.

There is really no proof that he is actually a God. In fact, there is much more proof that he isn't.

1.) The biggest thing is that he wasn't effected by the Edicts of Guthix. Some people may say that he was viewed favorably by Guthix, but so was Seren and we all know that she was still getting the boot.
2.) He hasn't been attacked by the Gods to gain his power. Literally, he is a cabbage. He is a plant that talks. Zamorak could blast him away and gain whatever Godly power he has. Saradomin could juice him and drink that energy to advance above his fellow Gods. But they don't. Why? Because he doesn't have the divine energy of a God, but just a low amount of energy of a washed up Anima Guardian.
3.) He started as a joke. Yes, a literal joke. I don't think the staff would want to start a god out as a joke. He was also stated to be the "King of Cabbages", not the God of them*

Brassica Prime isn't a God, he is a Anima Guardian similar to Vorago, who was mentally broken when his area to protect (Forinthry) was destroyed.

a very old April fools character that has been in game for years, you might as well do something more serious with him other than making him a deranged talking cabbage. especially since they gave him some relationship with the anima mundi

Well, another advantage of this case is that now trees and picked vegetables respawning is canonically explained. Anything that was there when Gielinor was created (Zaros said that the Elders created plants, trees, and such) will respawn. The only thing that won't respawn is something we dig up completely.

I think Brassica Prime is just a cabbage that someone dropped an Elder Artifact on by accident, and it gave him sentience and power.

I just imagine Saradomin like tossing the SoJ up in the air like a baseball and it just crashing down onto a cabbage and him being like, "whoops! haha, butter fingers!"
