you guys need to seriously re-assess these drop rates. For the pets i have gotten so far it has taken an average of ~85m xp AFTER release to get them, yet i am seeing people sub 50 and even as low as <1k xp getting pets.
I am not the only one who experiences this, I'm sure that there are others out there who feel this way.
Have a look at the rates because at this stage, "The higher the level/XP, the better the chance" feels like you have gotten it backwards.

lul 85m, there are people who go 300m over 200m xp dry on certain pets like inv and fm. Why are you even complaining, not like you're missing out on essential content. JFC, pets are meant to be an addition to your regular training, an extra incentive to look forward to and go beyond level 99, and not something that everyone must obtain in order to enjoy the game.
Plus your 85m xp, how much of that is actually pet roll eligible? How much is bxp? How much is from dxp weekend? How much is from proteans? Don't overblow this. Getting pet even pre-99 are quite rare. You see these low xp pets all the time because people freak out about and post it everywhere, but its not every day you see someone post their pet at something like 131m xp because who cares? the drop rates are sound.
just because youve had this doesnt mean its same with everyone.
lets make the sum super simple for this example, let says pet chance at 1-98 is 1:1,000,000
and at 99 - 119 - :1:500,000,000
there are 10,000 people in the 1 - 98
there are 200 in the 99-119
the amount of xp gotten with in the 1-98 range of people is going to be dramatically more than the in range of 99-119
because of that even though drop rate is lower you will see more people in the 1-98 range with pets.
just because youve had bad luck means the drop rates are wrong. need to understand average.
im 120 div with no pet 200m thiev dg cook no pet (only ones left)

using another example of champ scrolls, we know are 1:5000. i had 6 monsters that were over 5k before i got the drop, 1 was 16k other was 25k kc where as 3 were under 500 kc. doesnt mean the drop rate is not 5k

lets make the sum super simple for this example, let says pet chance at 1-98 is 1:1,000,000
and at 99 - 119 - :1:500,000,000
there are 10,000 people in the 1 - 98
there are 200 in the 99-119
the amount of xp gotten with in the 1-98 range of people is going to be dramatically more than the in range of 99-119
because of that even though drop rate is lower you will see more people in the 1-98 range with pets.

So if I understand this correctly, using the example that MOD Timbo provided:
(840 / 30) * (120 + 200) / 50,000,000 = 14/78,125 chance when constructing a Mahogany table at 200m XP in Construction, or 0.01792% chance of getting the pet per table made.
Not sure but the 200 in the formula is the virtual level, so then if you were level 100 your chance would be:
(840 / 30) * (120 + 100) / 50,000,000 = 0.01232% chance per table.
So the the difference of a pet chance between level 100 and 200 is an amazing 0.0056% better chance at the pet, better odds, but only very very slightly.
If someone at level 1 could make the same table the odds are 0.00676% . Then the level 200 player has only 0.01116% better chance. Not even 1% better odds, not even close to 0.5% better odds.
So to me your level is practically irrelevant, and same is probably true for what ever skill your doing it just comes down to if your lucky and if you can grind 20hrs a day till you get the drop.
The problem is not the RNG , but the odds generated by the formula. It is true higher level players have a better chance, but not significantly.
I don't know why I still try for the pets, there is no benefit, but I still mostly skill depending on the pets I have missing, knowing the odds are practically the same for whatever action or level.

^Your formula is incorrect. It's meant to be:
(Base XP earnt) / Skill Modifier) * (Virtual Level + 200m XP bonus virtual level) / 50,000,000
Therefore, someone with 200m XP in a skill will have 120 virtual level + 200 bonus (120 + 200), while someone with 200m - 1 XP will just have the 120 virtual level (120 + 0).
So, someone with 200m - 1 XP, has 2.66666x less chance of obtaining the construction pet with mahogany tables than someone with 1 more XP.
