Are there any skill plots in player houses? Like can you cook on stoves n such?
You can build a kitchen, which you will be able to build a cooking range in.
Is their a bank/chest able to be made in the house?
Jagex will never allow PoH to have a bank built in.
Are their any alternatives to sawmills, buying/collecting planks?
There are Protean Planks, which counts as any type of plank available. There are also Portable Sawmills, if you do not wish to run back and forth. Other than that, no. Construction is considered as one of the most expensive skills to train, after all.

Invention is considered an Elite skill.
I never said construction was the most costly. I said it was one of the most expensive.
You can still use a servant to un-note most items.
I don't think POH are meant to have skill plots like the way you are imagining. It's most likely based on "owning your very own house".

One other tip too, just in case you're concerned about the long-run cost of planks. The scroll of proficiency available in the dungeoneering shop allows you to occasionally save planks while training, so that might be worth consideration.
