It depends how much you are ready to spend. Higher lv fishes give more xp but also a big loss if selling the cooked ones back to buy raw. Tuna is ok. Raw and cooked tunas are almost same price.

If you're worried about spending a lot of money, you could join a clan with a T7 citadel and cap at the rangers. It might be slow doing little bits each week, but it would be free.

I did that method on an alt account until it was around 85-90 cooking, and then I did cavefish/rocktails with the cooking gauntlets.

If money is an issue and you can spare some extra time; use your cooking skill guide to determine the highest item you wont burn. (and complete Family Crest for the Cooking Gauntlets)

If money is available, cook lobsters to 84, swordfish to 92, sharks to 94, then rocktail to 99. World 99 is the cooking world and you're certain to find a portable range at the Lumbridge Combat Academy.
