It's not necessary. If your thread has run its course, then a Forum Help request is easy enough. The forums are supposed to be an open discussion board, not a place where we just post a fast opinion and lock it up so nobody can discuss. Use Facebook if you like that set-up.

We can create a thread we should be able to lock our own threads.

To reopen a thread I feel then you'd need to go to FH.

Yes, renaming and fixing title error should be able to be done by owner of thread.

I disagree. Why do we need the ability to post closed threads? Why isn't Forum Help sufficient for any cases why you'd want your thread closed?
