If power cycling the router resolves the issue, I'd be inclined to lay blame on that device. Have you tried swapping it out? And are there any sort of traffic control mechanisms active that might account for this behaviour?

Does this same issue occur from other devices on your LAN, and/or using other ports on your router - this might be worth a try. On a similar note, if you release your IP address and get a new DHCP lease using the below commands on a terminal, what happens - does it help:
> ipconfig /release
> ipconfig /renew

Once you've been knocked off your network, are you able to get a ping response from the router, any other device on your LAN or an external location? (use Google).

You might want to try toggling off that bandwidth control, and see if the issue continues to occur.
It's just that when you're in the lobby, the game tries to download the game's datacache, and that's actually a lot of data (mine sits at 8GB at the moment). If you've cleared your cache recently, and that's probably something that was suggested while you were trying to resolve the issue, I can imagine it having an effect.

Don't suppose this issue started occurring after a game update, did it? That might support the theory.
