It is extremely unfortunate that the reviews of FMR have ceased since November, and no one should have to wait a month or more for a potential incorrect action to be reviewed. That's not fair to either side: the player whom, by the time their post gets reviewed, might not remember what it was, and the FMod who may receive feedback for their action, who likely doesn't even remember the thread or all of the particulars behind the action taken (after all, we do have to make difficult judgement calls sometimes).

What I will say is this - the FMods have been just as adamant about the thread getting reviewed on a timely manner as members of the community like yourself have, South - it's an important thread to the forums, and we'd all like to see progress on it once more. Having a system of checks and balances is important to the forums, and we'd all like to see that system be successful, rather than neglected.

• Fixing the highlight system, so that players don't have to leave a thread to report a Forum Moderator.

The downside to this is the same issue that was the case when that procedure was the norm at the time that forumers received the highlight feature - while Jagex would receive the report, there was no way of the player ever knowing whether it truly made it or what the outcome was, or a way to explain why one is submitting the highlight.

FMR is superior in that aspect as not only do you know when it gets reviewed, you can provide a brief explanation too.

Make posts public

L mods can then review

For those who don't wish to have their post visible they can use the old one and wait.

Personally speaking, I think I'd rather see posts remain private, however that doesn't rule out other potential 'submission methods' for requests of review of forum moderation.

For example, a Google Form could be used to prompt for the information currently within the FMR template, for which only Jagex and the LMods could view the responses from, and then the outcome of their review could be placed in a forum thread. The only downside to that is that there is no way for them to know who submitted the request for review (there wouldn't be anything stopping someone from submitting bogus names in a "Your name" field, for example), though I do know some in the past have asked for anonymity when posting on FMR and this would give them that.
