I wrote this thread long ago, when you still needed 12.5m xp to post here. At that time I was surprised F2Ps didn't have avatars. Now I am no longer surprised, but feel surpressed.
As someone mentioned:
"F2Ps not getting avatars is a slap in the face"
Shortly after avatars were released, Jagex replied to the question. This was Jagex' response on F2P avatars:
"However, before we consider adding more expressions, we would like to give the F2P forum users the ability to have an avatar. Similarly, we are unable to implement this due to bandwidth restraints."
That was posted long ago in the recent update FAQ. While Jagex did want to give us avatars, it hasn't happened yet. I thought they had forgotten about it, but then I finally got a Jmod response. That's given me new hope about F2Ps getting avatars (or a substitute)
-----
It seems bandwith restraints are the problem (which seems strange, as they can easily allow more forumers). Until that problem is fixed, I have some other suggestions:
-Have avatars require the 12.5m xp you originally needed for the forums. That makes avatars not too cheap.
-Give free players access to a few pre-made avatars. They can pick their own out of a gallery. This wouldn't cause as much additional server traffic and members keep their privileges.
-If even that is not possible, then at least replace the question-mark face by the the letters F2P, written in some kind of creative way. That would look better than the black ?-face and would make clear who is F2P and who isn't. Avatars can't make that clear.

In addition to these alternatives, I also have some suggestions on avatars in general.
-Let ex-members keep their avatars instead of having it disappear and fade in the black question-mark mass. Ex-members are not the same as F2Ps, so they should not look the same either. It's quite annoying for on-and-off members.
-As of 1-11-11, you can now see if one is F2P or P2P.
(continued in post 4)

I support this. If you can use the forums, I believe you should be able to use all of its features. After all, as far as I know, even F2P players can post on threads and forums about member content.
I think that the photo booth should be moved somewhere near the make-over mage in the F2P area, or perhaps move the gate a bit beyond the area where the booth is currently.

In the game, F2Ps and P2Ps are separated in different worlds, but on the forums, we post in the same boards and participate in the same discussions. There should not be discrimination, because we are all part of the same community on the forums.
But avatars are not just good for F2Ps, they are also good for P2P forumers.
Avatars can reveal a lot about the person behind it. If you see a question-mark face, aren't you wondering what kind of person you're discussing with? You don't even know if it's male or female.
Avatars for everyone will rid the forums of those ugly question-mark faces. It will make the forums more attractive, attract more users (that stay) and it will bring Jagex' attention to the bad state of these forums. Many players are discouraged by the bad look and lack of features on these forums and will visit other forums instead.

I wouldn't be able to keep up this thread if it weren't for the good replies that many players have given. Especially thanks to Treemaid, who has constantly been asking Jmods about the avatar issue.
Here are some player posts that are worth reading
Vorpalbunnie (Page 4, post 7) on rights and privileges
Kimzi Caky (page 14, post 9), a nice story.
Abbem20 & Nabu Rimanni (page 15, post 3, 9 & 10) on the lowering of forum requirements to 500 total.
Maths ForYou (page 20, post 4) on ex-members losing their avatar.
Mod Mark H (page 22, post 7), the first Jmod to post here.
Treemaid (page 25, post 9) on gender discrimination of avatars
Rane Sedai (page 39 post 4 & 10) on posting quality relating to avatars

Simplified thread summary:
Avatars (or a substitute) for everyone!: 146
Just Pay!: 43

I agree F2Pers should get access to the avatar option as well, maybe with a small (in-game) fee, like 5 or 10k.
And if we wouldn't get that, at least get rid of those huge heads with a Question mark in it, doesn't look too pretty D:

Man, Jagex are a business, you know? Trying to make money? Ofcourse they're not going to let you have it, it'll make you want to become a member.
Jagex dont sly out their members or free-to-players like any other company do, you know, but they do have to make money from it, dont they?
You cant expect to get everything you want from the game without putting a penny into it.

PhD, there's a photo booth near the make-over mage, which is just outside of Falador. You have to go inside to take a photo of your character, and that will be your avatar.
There's a whole article about the update in the RS homepage if you need more details.
