To what I remember, the company who made the toolbar was starting to become notorious for making shady software (Like, making the toolbar reallllllly hard to get rid of and was doing things it shouldn't), so Jagex stopped partnering with them.

That sounds about right, Team Skull. The company who developed the particular toolbar technology that Jagex used was Conduit, and a quick Google search does show that those toolbars were typically came with freeware that could be malicious.
Browsers have also moved away from having lots of toolbars, so I don't really think it would fit in well if it were to be reintroduced in some fashion now.

Toolbars are also outdated and hated by the majority of browser users, we would also have to think about mobile users in future.
A toolbar as such isn't likely to make it back but perhaps there's more that we could do to provide information in future. As for toolbars, just no though. Sorry.
Using a "toolbar" in a browser is very old school. That was in the days when Internet Explorer 6.0 was the king of the browsers, they were more known as BHO (Browser Helper Objects) during those earlier days. BHO's had a very bad reputation, as it was one of the most abused feature of Internet Explorer for malware authors (second only to ActiveX controls).
