Here is how we could attempt to lower/prevent spite voting and alt voting.

I know tons of people have made threads about something like this, but here is my perspective and i hope you, and Jagex, like it.

1. Poll Requirements:

there should be requirements to vote.

500 skill total
7 Quest Points
at least 2 in every skill (unless you are a lvl 3, then at least 2 in every non-combat skill, that way it lets people with a skiller main vote but not a 1 defence pure alt.)
50 hours playtime total
10 hours playtime past year
30 minutes play time past month
Having read the newspost (Multiple ways to do this:
1. require you put in a specific number, and that number can be found on the newspost
2. put poll questions in the newspost itself, with different questions being in the same area as where it is described)

Most people who have made threads like this say you should have very high levels, quest points, etc. but i do not agree because:

1. Higher levels tend to have different opinions than the true majority.
2. Unfair to those without high levels as they do not have a voice.
3. Puts 1 group over the other in some ways.

2. Electioneering

another problem is people's votes swayed by other people.

we could slightly lower this by doing the thing done in the real world:

Ban electioneering near the polls.

how we could do this is not show chat with the words "vote", "poll", or words that wold only make sense if you were talking about the ongoing poll, but only in some areas. places this censorship could be placed:

1. Grand Exchange
2. All Buildings with a poll booth
3. Public Chat (this doesn't have to be one of them)
4. Not allow them to be showed on the chat of anybody in a building with a poll booth.

3. New In-Game Rules

This one has plenty to do with 2. Electioneering. basically, add 2 offences to the game that do not apply to the forums or RS3. those offences would be:

1. Electioneering
2. Multiple account voting

And punishment for both could be as follows, with offence count applying to both and resetting each poll:

First offence: Warning
Second offence: Warning
Third Offence: Mute for the duration of poll (Mute does not apply to Forums or RS3)

4. F2P

Maybe allow F2P to vote on at least some polls. mainly just because voting is a right not a privilege. this one is kinda just another thought, i don't mind if you disagree with this one.

What i'm not saying is that:

only a small group should get to vote.

What i am saying is:

a few requirements that would be easy for people who are not fresh off tutorial island, or alts, but are a main.

Skip question is enough if players don't care about something being polled. Agreed with everything in the OP except for electioneering.
fine by me. i did go a little tough on electioneering, but to compromise, we could just make chat posts with words related to polls hidden to anyone in a building with a poll booth.

Besides, they stated that the percentages weren't being manipulated. This is due to the massive alt armies on both sides.
Not to point fingers, but pkers have the most alts and are known to spite vote. so this tilts the chance of a poll largely towads the one group which is the same group.

now, i'm not saying pkers are bad, it's spite voting and alt voting that are bad.

and pker's wouldn't be needing alts if my suggestion about lowering combat stats was added btw.

I have an alt with a diary cape, 2.1k total, quest cape, all BIS untradeables, etc. It's better than a lot of people's mains. Gl filtering that out lol.

well congratulations.

but if a very small group of people such as you have very achieved alts, and those people's alts are not filtered by these requirement suggestions, it is fine by me. i just think it would be nice to have a majority of alts and people who just got off tutorial island be unable to vote.
