I do have some spare keys which I bought a long time ago
-I don't remember when I waste money on these-

Considering how good Elite skilling outfits are, I wonder if it's good to spend my keys into this promotion, or stick to my current plan : saving it for the possible [DXP Train up] promotion, which might or might not appear.

Any advice is appreciated

DXP weekend always has a time to train promotion, so I guess in your shoes, I'd wait for that. > )

For this particular promotion:

Trapper Outfit (Hunt) - Given the nature of late-game hunter, many of the bonuses you get from the trapper outfit are negligible. Unless you are going for 120 or 200m xp, it's not worth the investment as hunter is already an insanely fast skill. (Possible xp rates/hr range from 750k-1.2m given the right setup)

Sentinel Outfit (WC) - Unless you are going for 120 or 200m xp, no.

Trailblazer (DG) Outfit - This is an interesting one. The dungeoneering set is insanely good for those with interest in dungeoneering. I bought TH keys for this set despite already being 120 DG. The downside, however, is that there are 4x sets required for the Warped set. The other elite outfits mentioned above only require 3x sets. Given this, you will be spending a lot more keys to unlock this set. (It took me around 275 for reference)

In general, elite skilling outfits are longterm investments mainly for those with their eyes on 120/200m xp. If you are not one of those people, save your keys for the Time to Train promo.

*Note* Elite outfits can take hundreds of keys to complete.

This is my personal opinion but I would definitely go for the elite skilling outfits over "Time to Train" any day. Protean items and portables aren't that big of a deal to me. I personally don't care about XP promotions but anything involving skilling outfits, elite outfits, or cosmetics I will either work towards in-game for or purchase keys to obtain the item(s).

Cypherrr makes a great point though and for many out there I'll agree that these outfits aren't needed or might be overkill for a casual player.

I would take the time to look at what the complete set has to offer and if that might be more valuable to you than some items obtained through Time to Train. Keep in mind though it might take you several hundred keys to obtain every outfit and piece, depending on what you may have already.

I still agree with this, though. I'd personally take an elite skilling outfit over Time to Train promo any day.

One thing you should probably check, though, is if the Time to Train event drops skilling outfit pieces (not elite). Outfits like the Sous Chef, Nimble, Art, Blacksmith, etc. If you don't have any of these pieces & the Time to Train event drops them, then it might be worth your investment to wait.

I'm too lazy too check :P

I agree with Cypherrr. :)

I'm sure it's subject to change at anytime but from the looks of it, Time to Train doesn't offer much other than protean items, pulse cores, and portables.
