This was given during the development of Legacy Mode and still holds true to this day:
Legacy will not have: Changes to bosses Its own set of equipment and monster stats (so no Legacy locked bosses) Changes to how experience is earned Action bars and Abilities
EDIT: The only intention with Legacy is to offer returning players something familiar before launching them into EoC. That's why when old players first log in, they get Legacy interface and combat, and then they can learn new content and whatnot without being entirely confused.
If it were up to me, Legacy would've been removed two years ago.

lmao that just made me laugh. if legacy is eoc then there is no issue. because you can use abilities in eoc you just chose not to when its there already.
legacy mode however is for the people who complain constantly so as stated a lot this thread. lets just delete it. it holds no real benefit to game integrity, just people who want the game to fit their needs not them adapting to the game. like all games should be
dislike it. learn what is there abilities revo manual whatever. everything you want is here already.
