Sounds good. I do think it woul be a tad boring if everything was simply locked behind a Construction level and material requirement; seems like an excellent opportunity to play around a bit, if development time permits.

For instance, while most/all STASH units would, in the end, require some planks and nails and magic stones and things to build, it might be cool for some (certainly not all) to require some preparation work; a Herblore potion to clear away some persistent dirt, or a Woodcutting requirement to clear away some roots blocking the unit. Or some perhaps could require completion of an achievement diary (e.g. for the lighthouse emote clue, the unit could be hidden at the bottom of a dangerous slope, only accessible with Fremennik boots 2+), or a quest/minigame (the Sphinx will not permit you to build a STASH unit by the High Priests' pyramid until you have proven your worth in Icthlarin's Little Helper, or something). Myriad possibilities.

There's no way I'm using this if it's the former. Actually, I'd be really disappointed. It wouldn't fix anything. But if it's the latter, that's great!

I'd prefer the former. Otherwise there's no point in building each one manually and filling it with items. Also, there's no point in having a universal storage seeing that one location will only ever need one set of items.
