In the quest Nature Spirit, the ghost guy gives us a parchment that lets us cast a spell without the use of runes (look it up on the wiki. The item is called a "druidic spell";). Just what fuels this form of magic. And in the Shadow before the Storm quest, we use a demonic sigil and incantations to open a portal to freakin Hell, yet it costs me ~300gp just to cast a teleport spell to Varrock. What foul magicks is this?!?! The magic key and incantation from Meeting History? The little teleport scrolls that have magical incantations written on them from Treasure Trail?

How does reciting magical incantations make magic happen, but I still need runes to use magic.

Runes are just foci, not sources of power. Magic is just the use of anima mundi to cause a physical effect, runes serve to match the power to concepts and help us channel the anima.

Similarily the data stored in a scroll and the message expressed by an incantation serve the same purpose.
"Abscondita est in Astra."

Runes catalyse and focus spells; instead of runes, another source of power could be used, since, really, runes are just bits of rock infused with Stone of Jas juice and a particular type of energy. E.g. a different artefact with sufficient energy, or a fairy ring, or a scroll containing an enchantment, even a type of chant. Bizarre Boron Fusswell, scryer extraordinaire. Minigames & ninja fixes & achievement ideas!

But how does a chant enable us to use magic? Like the rune essence mine spell or the demonic ritual to Infernal? It doesn't seem connected to the stone of jas in anyway. Is there some god that responds to it? wait no, that would be called prayer... I worship Mah, for she is mah homegirl! Well, Senventior Disthine Molenko sounds like a teleother spell with a specific chant and I presume it requires runes to cast. The demonic ritual is trickier; demon magicks are involved, and unlike humans demons are inherently much more magical. In this case though, the chant was of demonic nature and effectively undid a spell placed upon Agrith Naar by Ellemar and his companions. Who were human and probably used runes. :P

Not all magic wouod have to be traced back to the Stone of Jas though. Wielding the Staff of Armadyl enables even the most mundane peasants to cast powerful spells, for one.
