As far as I know the chests at the GE were exclusive to 2018 Premier Package, which means if you bought 2019 you wouldnt be eligible to open those chests. I had premier from 2018 and now 2019 so I cant test this theory though.

on my main it vanished too it had 2018 vip but not 2019. i did open the chest and receive the item but it vanished from my bank. on this acc i bought 2019 vip after 2018 ran out and i kept it so maybe a glitch of some sort?

I still have my artisans workshop flyer in my bank, again I renewed premier for 2019 before my 2018 expired (like 5 hrs b4 it did lol) so maybe that has something to do with it. Id try to get in contact with Jagex support about this as maybe it was removed when your premier ended (which it shouldnt have)

I wasn't premier 2018.
I did however receive the flyer on the beta server (from what I can remember) after logging in.
I was worried it would be bugged and effect my main account if I got 2019 premiere, looks like i was right.

Nothing on the beta would have carried over to the live game. They purposely left things like that so you could acquire materials faster, they even had an NPC who gave you stuff for free lol

As the flyer came from a chest that required 2018 package to open, you couldnt have received one on the live game. Unfortunately that means you cant get one even now as a 2019 premier member as you didnt have 2018.
