I read it as reducing the possibility of getting the same clue when you use a clue skip item. An example would be with the globetrotter backpack, which allows you to swap out the current clue for another. Usually you use a clue skip because it's a long clue, or you don't have the requirements to complete it. If you don't have the requirements getting the same clue after using a skip is frustrating, to say the least.
However I don't like that this may mean you have a lower of chance of once completing a clue receiving the same one. It's always a welcome surprise to have a dig clue, complete it, then get the same one.
It was because when people used the Globetrotter outfit to "skip" a clue step because they couldn't/didn't want to do it, they sometimes re-roll into the same exact clue step therefore wasting the charges on the outfit.
Tbh I've never actually had this happen. I've re-rolled to where I did a step, then another step, and went BACK to the first one, but never 2 of the same in a row.
Guess I wasn't lucky/unlucky (however you saw it) enough to ever have this happen.
