Player Owned Farms will be released as soon as DXP ends. You can stock up on the Raw Meat early. It is used in the feeding of Baby Dragons, as they grow into Elder Dragons, so you can get stuck into your farm on release.
Dragons will eat meat, but you won't be able to sit there ramming hundreds of meat down it's throat - it will likely be on a timer like regular farming, and you'll only be able to feed one or two meats to a dragon during each cycle.
Throw in the fact that you actually have to gather your first dragons before you can raise them and breed others, and you're unlikely to run into meat supply problems for a long time if ever, especially since meat is easy enough to gather in large quantities.
Remember: every noobie commits mass cow-slaughter to get his beginner combat/crafting levels, so the price of meat can't really rise all that much even if POF adds a lot more supply; if it does, it will become a massive F2P money-maker so you can guarantee that F2P bots and everyone else's alts will quickly exploit the situation and pump so many meats onto the market that the price actually ends up dropping rather than rising.
TBH, even if I was a merchant looking for quick trading profits from the coming DXP weekend, I will be wary about things like "Raw Meat Packs" in the shops in the near future. So no, I don't think it is a good idea.
Jagex is seemingly trying to hinder merchants and/or some players from profiting off items bought from in game NPC run shops.
