Problem: It's unfuriating to see spammers on every single world 24/7. The majority of them fall into the following categories:

1. People claiming they're doing a giveaway but really just trying to get you to type your password
2. Player run games of chance
3. Other types of scamming or begging

Solutions:

1. When someone's IP changes, send a code to their email, in order to cut down on hacked accounts
2. Drastically increase the number of player moderators

Solution 1 wouldn't do a thing, really - phishing scams these days already ask for your authenticator, so they would just change to also ask for the code emailed. No change there at all.

Solution 2 is already in progress. Jagex announced a few months that they were accelerating PMod recruitment in Old School RS on one of their livestreams. Remember though that PMods are players too - they aren't obligated to go out of their way to hunt down spammers and other players who might be rulebreaking, so while I'm sure most will be happy to clean up problem areas if they happen to come across them, reports from everyone else of rulebreaking behavior does help Jagex clean up the game too.

1. If the email shows the location of the log in attempt, it might make people realise they're being scammed

2. Well I already report every single spammer I see and I'm sure other people do the same. But if the spamers get muted by people reporting them then spamming becomes far less profitable
