I know the WE3: Tuska Comes event left a sour taste in everyone's mouth.

But from a lore perspective, we can probably infer a few things as to why it was just a bunch of rag-tag adventurers who were dealing the blows to Tuska.

1) Trial and error.
2) The adventurers were late to the party.

When the adventurers joined in, we had working knowledge of how to gain anima from each island.
If you recall, each island had some sort of danger (lighting balls, sentient plants that would attack, restless ghosts).
Someone had to figure out that the lightning could be harnessed. How many do you think died before that was uncovered?
Someone had to figure out how to hop over to the spirit plane to gather ghosts. How many do you think might not have returned from the spirit plane?

Wizard Chambers would have also needed some incentive to think to create a barrier to prevent someone from going off into deep space. How many do you think floated away before the Astromancers expanded the barriers far enough?

3) The fight wasn't just on Tuska.
If you recall early on, there were meteors that crashed onto RS's surface. If you mined them, a swarm of Parasites popped out, and they needed to be killed.
Odds are, even more of the meteors had fallen down on the surface.
The last thing the planet needs is swarms of parasites taking root and doing even more damage to the ecosystem.
So while adventurers were dealing with Tuska, city guards, adventuring guilds, and any able bodied individual from each faction were scattered over every inch of the planet dealing with the meteors we never saw.
We couldn't just win the Battle at Tuska, but lose the war at home.

4) Reduced manpower.
The battles at Lumbridge and Bandos vs Armadyl, the Bandosian purge of human members and then the Kyzaj Tournament, the Elven Civil War and Ardy uprising ... the number of available bodies to deal with the threat was already pretty thin.

Saradomin: "Hey guys, wouldn't it be hilarious if we did literally nothing about Tuska, I mean nothing's happened at all in these "God Wars", and I'm kinda bored."
Zamorak:"Chaos for dayz."
Armadyl:"Too busy leveling up for Plague's End, I need Prif."
Bandos:...
Zaros:"You're all idiots, but I'm too busy standing in one place doing nothing to care".
Xau-Tak:"9-13 7-15-9-14-7 20-15 11-9-12-12 25-15-21 1-12-12".

Same mentality for players, except maayyybe that last one.

tuska had an anima barrier protecting her from other gods... and ofcourse, she has that simply so that the event doesn't last two seconds with any random god blasting her out of the sky
less than the greatest lore moment

Do you really think you can save them, *7spongy? You can't. There is a cake tin in hell where your soul shall eternal lie. And this is Xau-Tak.

Yea, there are many weird things about Tuska. Not only these worlds, anima shield and things, but also her actual age, ascension, ability to ''measure'' and ''locate'' anima, why she still reacted or couldn't get rid of airut after dozens of millenia (any slave and slaver can change roles many times over, she could actually evolve to entirely different species during that time, but no, nothing changed). And I suppose that should a pig live that long, she would get sentience via natural evolution over time.

Only later we got to know that her belly was full of devoured souls from destroyed worlds, actually enough to make it's own god. And there is still enough power in her corpse to keep a portal open.

Too much strange coincidences for a stupid piggy, eh? Who would want to make Gilenor and nomad as kills for Sis*e's game? Who would want us to access Mazcab? And these worlds were just throwaway prototypes, as well as Tuska, which fullfilled their purpose. To change Gilenor and put it under control.

Snip

1. She ate anima. So much like a pig sniffs out truffles, she sniffed out anima.

2. She did rid herself of the Airut, with the exception of a few scavengers that have managed to keep up with her (this was covered with some dialogue on Mazcab).

3. Sufficiently sized groups evolve, individuals do not (the principle idea of evolution, descent with modification, requires reproduction by definition and occurs over generations).

4. Evolution does not always lead to sentience. Another common principle of evolution is the idea of a common ancestor (a past species that eventually split and diverged and became two or more modern species). This means that unless we've had multiple cases of abiogenesis (life coming from non-live things), all life on Earth is equally evolved as each other (in the case of multiple points of abiogenesis, then each species that has resulted from each iteration is equally evolved as the rest in its iteration). They just have evolved to diferent ends.

5. It wasn't just the souls from her that were strong enough to make a god, Nomad was stealing tons of souls from the afterlife.

6. I really don't see anything pointing to conspiracy when it comes to Tuska. This is especially true when you consider that we very nearly were run roughshod over by her and were only saved because of a Wizard's Tower reject (sorry Wizard Chambers) who just so happened to have been studying the right field to actually notice her and could send a lodestone to her back.

Speaking of which, that probably factors in to why it was primarily adventurers killing Tuska. We are the only ones gullible enough to actually believe Wizard Chambers long enough to find out his story was true.
