Saradomin over Zamorak is over viewpoints rather than only actions, he even acknowledges on DOC that Zamorak wouldn't be as bad as dawn. I have the impression of a possibility though including through what Seren says about redeeming him, that they could be trying to create a plot-line to question whether you are going to be a hypocrite and be blinded so strongly by hate/judgement as a person that you will deprive somebody of any redemption? Even when it is clearly there, or if you can prove yourself better(above that) and allow for it.

If you ask for a character to be redeemable then you need to look outside of your hate-bubble, otherwise you will not see those qualities which show. That is why his "positive lore" was locked from players hostile to him.

The writing of Bartemius Crouch Sr. the justiciar in Harry Potter(Not his son that turned bad) was an example of a character who learnt to be "ruthless" in some situations due to dealing with corruption/crime plus alot of dangers, and yet still wasn't bad. He was even more ruthless than Saradomin could say in maintaining order/safety when it came to it.

Well, 3rd age Saradomin had no mercy for Zamorak. He is hopefully different now

You could say there is some inconsistency in the limit of the WG power because you have like 10 different quests where it is brought up, and thus different developers working on it.

Seems the only thing they did consistently (for a while) was say that gods couldn't teleport you without your permission.
(since Sliske wasn't a god, that provision didn't effect him)

Makes sense. So I suppose that the WG power itself hardly helps much with hurting or killing gods, which means the WG can at most act as a deterrant/foil/obstruction towards the gods.

The WG status is definitely only a deterrent. Guthix never said it would allow us to go toe-to-toe with the Gods, only that we can better protect Geilinor from them. It also wouldn't be too difficult for the Gods to kill if they actually tried. Zamorak, Sara, Arma would have to be more imaginative but Zaros and Seren could likely destroy us by using X amount of power. They wouldn't even need to try that hard. I thought what I'd do was, I'd pretend to be one of those deaf-mutes

He doesn't strike you down if you refuse to worship him anymore yeah, the new Saradomin is alot more internally focused/looking and only attacks threats to him or his followers.

He wants Zamorak eliminated or banished because he sees his views as a threat/danger. At the same time you think that Zamorak does not want to do the same thing to Saradomin? Because Healthorg mentioned in a Q&A that the mods mentioned there being a totalitarian regime on Teragard that makes people worship a fake constructed, figurehead icon of Saradomin in order to give themselves legimitacy to rule.

They have inquisitors/"thought police" and all that, if they were to see the real Saradomin they would most likely see him as a threat to their regime or denounce him as a "false god(Not the real Saradomin)" while the loyalists would fight against the regime, resulting in a civil war. Saradomin turning his attention to Teragard.

Wonder how low can the toxic hate of these people can drag them in this?

considering that teragard is probably far less of a threat than Saradomin is, yeah, probably

I honestly think Zamorak has the best response to this:

Zamorak: Conflict would be inevitable, of course, but the people of the world would be free. Free to fall and grow, to fail and rebuild-

If it comes down to it then yeah, I'll aid Saradomin over the Terragardian leadership, but I'd personally favor helping the Terragardians remove the corruption in their own system rather than help Saradomin set up the same measures that allowed it to fall into that awful state the first time.
