Taken from the mini-bosses found in the Shadow Reef.

Maw of Kolthregar: Do you see sister, see how the currents of fate weave around them?
Hand of Dagnath: They are but a stone in the ocean, their ripples moving boats.
Eye of Cythan: Your secret shames. Your hidden fears. The wicked thoughts you have for your friends.
Eye of Cythan: That you'd see them suffer. That you'd see them kneel. That they would love you, fear you, or both.
Eye of Cythan: You are a dark thing. A monster. You only pretend to be a hero.
Eye of Cythan: Why be enslaved to the lie?
Maw of Kolthregar: Kolthregar demands that Kranon be allowed to complete his ritual.
Hand of Dagnath: Dagnath commands that the veil be weakened.
Maw of Kolthregar: Kranon may be a slave to his hubris. But the ritual will serve our goals.
Maw of Kolthregar: His work is too important, it must continue.
Maw of Kolthregar: He is an arrogant fool with dangerous aspirations.
Maw of Kolthregar: But his ritual will weaken the veil and let our master hear us.
Hand of Dagnath: The will of the
Tribunal
shall not be denied.

The Tribunal seem to be Dagnath, Kolthregar, and Cythan, and they have a master, Agnes, a god perhaps?

From Umbral Diplomacy:

"So, the Tribunal has sent its agents [aka the Maw, Hand, and Eye] to assist me. There is obviously more at work here, for the Tribunal has always believed itself above my methods. I am not part of their scheming. I have no desires to bend my knee to Agnes or her agents. This is my world and I will not grant them a foothold.

Still, they are useful. Their power adds to the ritual and I can draw upon the Tribunal's strength to give me that final edge I need to break the walls of our prison.

We will all be free."- Kranon, the Ambassador.

Exciting stuff! What do you guys think? They are powerful enough to pique Kranon's interest in allying with them, and mess with Saradomin, too.
I worship Mah, for she is mah homegirl! The correct adjective for Mah's followers are: Mahomies, Mah-homeboys, or Mah-homegirls.

They also seem to be led by a powerful being whom they refer to as "master." (Agnes, perhaps?) Apparently, like the Infernal demons, they plan to backstab Kranon later.

The Tribunal's agents want to assist Kranon to perform his ritual for the sole purpose of "weakening the veil" enough for their "master" to come to Gielinor.

They seem to assume their "master" is stronger than Xau-Tak, as they showed no care of what happens next after Xau-Tak is summoned.

Agnes sounds like too "human" a name for an extra-dimensional master. I think they're based on Teragard, and the "Tribunal" (A court or council) is in fact, the Seven Magisters of Teragard, which mirrors the council of the Seven of Aminishi.

Teragard's also known to do "dread science", which explains the mutation of the Agents, who all have scorpion like features, as seen by the examine texts.

Tbh it's entirely possible that they think they work for someone else, but really it's just XT, because who else would be in XT's dimension/world?

In addition, it explains how XT has agents on Teragard, the Tribunal. It's also entirely possible, albeit a stretch, that XT is this "false image of Saradomin" that the Magisters get everyone to worship, and why Saradomin hasn't returned to his homeworld despite being a God and easily able to lay the clap on all the Magisters at once.
