While I respect the "game balance" explanation. I'm not sure that's the answer either. Making staves a necessity was not the ONLY way to deal with mage. This leads me to believe there is an alternate reason.

Also, in heart of stone. Ariane is seen casting spells with her bare hands, which is post EoC.
would eating 20 sharks really heal you? eating might be healthy, but it won't magically make make all your wounds disappear instantly
there are many things in rs that are simply gameplay things (and some jokingly have lore references to them, like coldsmithing in swan song and eating food to heal for that one 'dying' dude attacked by a goblin)
lorewise the player can cast spells with their 'bare hands' and so can most other people. I imagine it's not outside the realm of possibility that there's a race that can only do magic with magical items (staves or other things), but the player isnt that race

nothing in the lore changed when eoc happened aside from different runes being required for combat spells, since that's the only bit that's referenced ingame in a lore-friendly way

that doesn't mean that staves won't help you in some sort of magical way, or that your magicky robes won't (although those might often just be ceremonial, like 'hey, i'm a wizard from the dagon'hai/dark wizards/wizard's tower' and the same might sometimes be true of the staves)

edit: hoping you don't see I accidentally wrote make twice

I recall someone posted something similar about this a few weeks ago and one of the people there gave a really good explanation why. Here is the link. I worship Mah, for she is mah homegirl! The correct adjective for Mah's followers are: Mahomies, Mah-homeboys, or Mah-homegirls.

Why someone else is able to cast spells free handed while we can't?

- they are holding an invisible wand, staff, or orb.
See the Shadow Sword and Ghostly Robes. The item could be cloaked in a why we can't see it.

- they are wearing a piece of clothing that has the same effect built in.
a good example is the Goliath Gloves. If you fight "unarmed" the Goliath Gloves become your weapon.
they could be wearing gloves of a sort for spellcasting that either replace the need for a wand. or the gloves themselves become the replacement for the wand/staff.

- they visited Solomon's store and bought a cosmetic override.
you've seen the teddy bear offhand right?

Solan brought up another good possibility. A rune or device that allows them to do it that we simply don't have access to.

I always assumed the weapon types had matching logic with their game mechanics.

You use a wand and orb/book, you are lighter, quicker and more flexible.
Dishing out spells more frequently at the cost of damage.
The aim is to overwhelm with a frenzy of spells.

As opposed to a staff, which is heavier, slower and less maneuverable.
A single spell has more power in it but takes longer to cast.
Hoping to end the fight with as much concentrated damage as possible.

As for the exceptional NPC's like Kennith, Ariane and the Moonclan, who don't need staves.
The idea that a weapon is used with intent to kill was enough. Clearly we players are prepared.

- I wouldn't say that's the case, I completed FOT* and I would be able to see if they're holding invisible items: They're not.

- Kennith isn't wearing gloves.

- I don't think NPCs can use microtransactions (aside from costume allowing us to cosplay as an NPC)

. I wouldn't say that's the case, according to the moonclan manual. All that's really needed for mage is the runes themselves, we provide the magic through innate power and runes translate it into various things.

Think of runes as alexandrite, and our innate magic as light, the different facets actually emit a different color of light due to the refraction the runes cause, and the color being a certain spell.

I headcanon that it's because we never had any formal training in magic, being almost entirely self-taught. "You have heard that it was said, 'You shall love your neighbor and hate your enemy.' But I say to you, Love your enemies and pray for those who persecute you[...]For if you love those who love you, what reward do you have?

Technically, we were "taught" the ancient spells, lunar spells, etc.
