No, they are definitely the same group. They've been mentioned in certain Ports voyages too, and are known to have an abandoned fort on one of the Arc islands. There's a tie the opposite way too, with Kharidian exiles being potential Ports crew.

Their name most likely derives from the Skull region, though their presence is felt in adjacent regions and in the west.

Khnum may have created the gang, but since his arrest the remains have splintered. They were more of a mercenary group before, but now they'll do pretty much anything to earn money and survive.

It would be a bit silly and confusing to have two different gangs with the exact same name, a similar MO, and identical clothing (and even some identical NPCs).

tfw people actually fall for this. It's obvious to me that Jagex messed this one up, forgot the name, and are now trying to make it seem like this was the plan all along.
You're trying to tell me that the Skulls went from some nobody gang without a leader to being a dangerous Wushanko Isles mercenary group. Most of the Skulls in the Ozan quests weren't even Kharidian from what I saw. Not only that, but how the hell would they even GET to the Arc? Few people know about it, even fewer know how to get there, and even FEWER STILL would even dare to travel there under current circumstances.

I'm not buying it, Rowl*y.

The monsters in the sae could have separated the 2 groups a while back, but not so long ago that they would have forgotten about their origins.
The sea monsters are still there in the 6th Age, there are multiple mentions of them still being around from Aagi.
Aagi is the colony of wisps that make up Guthix's memories of his daughter.. since Guthix has to be dead for Aagi to exist..........

Something about throwing some random nobody gang from a pair of (admittedly entertaining, well written, and fun to play) remade Signature Heroes quests just doesn't sit right with me.

To be honest, the reference to the Skulls in the Wushanko isles predates the Ozan Double Bill.
was going to say that, but I wasnt sure if it was entirely accurate

what I do definitively dislike is how weak the skulls appear to be. level 2. and not a strong level 2, either. the previous quests had you going up against jail guards... and while you didnt technically have to kill any, you did have to survive their hits and they were level 26

that just makes the skulls look really weak
It was aimed at a lower level than the original Prince Ali Rescue was, iirc.
