This is the weirdest issue to date.

I have to open 4 clients in order for the 4th client to actually fully load to play the game. The first 3 clients are stuck on "Loading application resources" until i manually close them.

Failed attempted fixes:

1. Uninstall and reinstall Runescape Launcher
2. Updated drivers
3. Deleted Jagex cache
4. Restarted Computer
5. Increased RAM for client
5. Updated java

Basic Computer Specs -

OS - Win10
SSD - 1TB
RAM - 24 GB
Graphics Card -GTX 1070 ti
Processor - Intel Core i7-8700k 3.7GHz
(Dual Boot Kali Linux but I would prefer it on Win10)

I'm having the exact same issue but with the Mac client. Haven't tried running multiple clients though haha not sure if I can on Mac. It just suddenly stopped loading past the "loading application resources" portion at about 30% complete. Currently going back and forth with some mods in support but so far the only suggested fixes have been what you mentioned and one told me to try running the client in compatibility mode via the pre launch settings but I couldn't find a way to do this. The settings menu after launching the client only give me options for changing file locations and the language. If you figure out a resolution do let me know!!

FrankNFurter,

There is no Compatibility mode in the Mac and Linux NXT client because Compatibility mode uses DirectX which is only supported in Windows.

I also attempted to change Graphics Mode to "compatibility mode" to no avail. v/r,

Isn't this the error that occurs when you have multiple monitors?

I do actually have 2 monitors. Is there a fix to this?

Unplug one, see if that helps.
If it does, I suspect you could plug it back in afterwards.

There's no guarantee though - this is an intermittent issue that affects a lot of people (and not only where they have multiple monitors).

I've always wondered personally if rebuilding the cache would help in a case like this, because once upon a time a new copy of the cache was downloaded for every concurrent instance of the client, but that would be a crapshoot as I don't think it works like that any more, and this issue occurs before the cache starts getting pulled. Apparently it doesn't in your case.
