For the wind instruments, you could also do it as per level in the skill:

Level 1 - Regular logs
Level 10 - Oak Logs
Level 20 - Willow Logs
Level 30 - Teak Logs
Level 40 - Maple Logs
Level 50 - Acadia Logs
Level 60 - Yew Logs
Level 70 - Magic Logs
Level 80 - Elder Logs
Level 90 - Crystal Fragments

On the starting point of the skill, they shied away from pure quests to start it.
Remember how you had to do Wolf Whistle before you could start Summoning or Druidic Ritual to do Herblore?
Invention is more of a proper tutorial quest/miniquest. But it does show you the basics of the skill: disassembling, augmentation, doing blue prints, etc etc. But at the same time, you're doing it when you're already experienced at the game (Level 80 in 3 skills).
So if Music was an "elite" skill, then you'd yeah ... want a tutorial that taught you how to play music, how to make instruments, and go over the effects.

If the skill however is intended to be used from the get-go like Firemaking or Magic, then your "intro quest" would be something more aimed at Level 1 to supplement the skill, rather than locking it behind.
Sort of like how you have guide mode in Dungeoneering or the tutorial for Divination.

I think this is a great Idea.

You can also have people playing instruments when fighting bosses to buff/debuff teammates & enemies, rather than making it like a bonfire boost, giving players with low combat skills a potential way to contribute to raids etc.

You equip an instrument, assign notes to your skillbar, and playing them in various combinations provides various effects. (Like monster hunter ;) )
The only reason I play runescape is because its so **** that it makes me want to stop playing video games.

Another way to go about it is make Bard a new combat skill. Bard is one of the best and most diverse support classes. If you have your magical instrument equipped you can use songs as ranged/magic attacks but the main part of the class is to use the songs to buff those around you. Healing Song, Energy Song, Adrenaline Song, Damage Song, Experience song. Imagine recruiting a bard and paying them to stand near you playing an experience boosting song while you skill? Just another idea.
This, but it doesnt necessarily have to be a combat skill. It can be a support skill first and foremost with uses in combat (like herblore) but either can work tbh

Why not both?

Invention is multi-functional.
Buffs combat.
Buffs skilling.
Buffs buffing buffs.
It even buffs bankstanding.

Music can be played anytime, anywhere.

Summoning is considered a combat skill even though it has a lot of skilling support.

In some ways, this skill could be considered more passive than Summoning etc.

Flipside is if the devs opt to use the skill as another means of upping your Combat Level in the same way Prayer and Summoning do. (basically allowing your total cb lvl to go up to 148. 99 in prayer or 99 in summoning adds +12 to your total cb lvl)

That made me think of a new item for Invention.

One Man Band

It is similar to the one you would have seen in the movie Mary Poppins. This will play all sorts of bells and whistles. We have a freaken pogo stick so this would fit in well. Maybe the design can be tweaked a bit so it isn't as modern.
