Hoping a mod or someone will see this. I'm trying to purchase a membership on my account however there is no option to pay with a Credit Card. My other accounts show this option but not on this account. Any help?

The only payment options I'm being given are zGold-MOLPoints or PaySafeCard. I've used this account on mobile however it was created well before mobile came out. I'f I buy membership on mobile it applies to one of my other accounts. I'm based in USA if that helps.
Well, it certainly looks like the account is payment restricted.
What can you do? If the account has recently been through an 'unpaid balance' issue, you won't be able to do anything other than pay with one of the options you are being shown as Jagex won't accept any other method of payment.
If the account was hijacked and the 'unpaid balance' problem was left behind by a hijacker, you can message Billing Support and request that the restriction be removed. To do this, use the 'Contact Us' button on the Settle an Unpaid Balance support page.
