I currently use a camel staff as I am going for 120 mage and the free fire runes really helps cut cost in abyss. For most bosses and slayer tasks its perfectly fine and if you want to use ancient magics more often it is recommended you use a camel staff at the cost of a few percent damage and accuracy bonus. For a high tiered boss such as telos the extra accuracy on the nox could prove essential.
I mad nox comps outta nox staves, and I'm happily downgraded to camel staff I keep banked with a caroming 3 on it iirc for use when I am maging big happy mobs. I'm past 200m mage, def, hp, slayer, etc, so just keepin camel. I like it. Its passive is real cool.

The comparison is very simple: one is t90, one is not. So for high-lvl pvm the choice is pretty clear. Like Elite said though, different situations may mean you have more choice but generally I'd just use the best tier you can. There's no argument that free fire runes is a valid reason to use camel over nox at telos, for example. I'd even say for those who can't afford t90 yet the stepping stone will be staff of darkness since it's way cheaper and the same as camel. That or wand of the cywir+vbook (cheaper still and better if you need the accuracy).
Camel staff gives the free fire runes and the passive proc, Nox staff has slightly higher accuracy and damage.
As of now, my intent is to have something I can use for everything...be it casual grinding or high-end bossing (could, for example, the camel staff hold up against Telos?) Go with Nox, especially for high level pvm. Theres no real reason to use camel staff over nox at lower pvm either, the spec is less damage than the upgrade from t85 to t90, and the 5% accuracy reduction, not really going to make a difference on a slayer task, might help at a hard hitting boss but there you want T90 anyway. Unlimited fire runes shouldn't be a reason to chose camel either, its a staff not a wand and your rune cost won't be that high. Less than the upkeep cost of the weapon.
Could you use a camel staff against telos? Probably, but nox would be far better.You'll get it when you deserve it.
