First I would like to say for a organization and or business of Jagex sized, it is VERY very annoying you have no sense of customer support at all.

I ordered a membership via iTunes was charged and never received it over a week ago.

And now I’ve spent the past hour trying to find out how to contact ANYONE and still cant. This is absolutely ridiculous.

Work through the troubleshooting points on the Common Mobile Payment Issues support page.
The "Membership / Item not added to account" paragraph is the one you want.
If you find the membership has been added to the wrong account you will have to request a refund from Apple Pay as Jagex is unable to transfer a mobile subscription from one account to another.
