The legacy in-house forum software is to blame. It limits RSOF from further improving, as Jagex needs to retrofit new features into decades old software designed not to be flexible.
Really, ... you do sound like a broken record of a software salesman / -woman and yet you have contributed soo little in The RSOF almost making no use of it but soo much complaining about its software.
Software isn't the issue, the people who managed it have been shoo'ed away making it inaccessible for others who thought they could make a few quick changes. Too bad that it ain't happening.

No support as RWT will get a tool that makes manipulation a lot easier.

How?

Also, support.
Just waiting for a signal to see if someone has responded to your content makes it as dead as social media content, we only react when signals are given. The whole human interaction / interest will fade away and we are only waiting for signals. Not something a forum needs.

The software is the issue, if Jagex migrates RSOF to an open source software (which is wishful thinking), any changes that we wish for it will be easier to implement. Those who originally programmed the forum software may no longer be working for Jagex as we speak, this forum software that runs RSOF is as old as 2003.

Honestly I don't support notifications for quotes. It's a multi-purpose tool, rather than a single reply thing. Plus there really wouldn't be a direct way to notify a user that they've been quoted.

You can easily notify thread subscribers a new reply was created....but bbcode is parsed on page load, so there's no way to say 'hey user, you got quoted!' since you dont reply to someone you quote to...the post you make is a reply to the thread.

I like the idea of thread subscriptions, but quotes is a bit too much and too complicated imo.

Quick note re: forum software

The forums are written in Java with webscript as the templating language....they could do notifications, it's not a severely limited system just b/c this forum software is from April 2006. Jagex is just wanting to migrate away from it, which is why major upgrades on webscript pages just get rewritten with Freemarker or the new JS API system they're starting to use.
Can I turn in a paper without citing all sources?
"No."[1]

So the current forum software isn't the issue then?
