We live in a Runescape world where gods, older and newer are introduced... hours, months, and years for a lot of us have been spent grinding away at leveling up and completing quests.
What happens after that? Bragging rights?

IMAGINE THIS: "Congratulations! You have just reached (max level) in all skills!"
Unlocked: GodScape! - A Journey Ascending to Godhood
A new game only accessible to player accounts who have maxed out...A way to become one of the legends! ..and keep our past love of the game alive for hope of a future!
The sheer incentive to play as hard as you can to reach this game would blow everyones mind!

When doing The World Wakes, you are given powers that prevent you from gaining godhood. Since some quests are Sixth Age already without needing The World Wakes implies you already did it before. The RS Wiki needs a hand, and Bwian's will gladly take the rest of your body!
In the beginning the Universe was created.
This has made a lot of people very angry and been widely regarded as a bad move.

it doesnt fit with the lore so it wont work.. what do you not understand about "we are prevented from reaching godhood"

1) Any time they add a new skill, you'd lose your "godhood". So there would be a game mechanics issue.

2) Lore. The World Wakes, you're given power by Guthix to specifically prevent this scenario. yes, you can channel divine energy (ie: from the Stone of Jas) but you cannot harness it into yourself to make you something more.

3) Most of the "gods" you see in game (ie: Saradomin, Guthix, Zamorak, etc) aren't actually gods, they are more "empowered mortals". The only true gods in game are the Elder Gods.

4) If you become a "god", you lose your soul and access to the afterlife. Think of it as the ultimate tradeoff. For the added boost in power, if you die ... you turn to stone.
Look what happened to Skagroth, Tuska, Guthix, V.
Even beings such as the Mahjarrat are pseudo-gods (not exactly classified on any tier, but they are created very much the same way) and it is part of why Sliske spent the last few years worth of quests searching for a way to cheat death and disappear into oblivion (why he uses the Staff of Armadyl to transfer a part of his own self to you). because when they die, there is a sudden release of energy ... and they're gone.
So if the player character themself "maxed" under your scenario ... the next time the player died ... it would be a permanent death, ala Hardcore Ironman. Death would not be able to save you, so there would be no respawn.
Given the amount of end game content, most players wouldn't want that.
