Be warned! This suggestion isn't anything that Jagex currently has in game and the overall idea for Chaotic Magic is for advanced content beyond level 99 Magic. IN NO WAY is this considered canon to the game itself, but is aimed to help provide some form of decent content to allow for advancement towards 120 magic and the True Master skill cape.

Background
Those who say that they are masters of magic know nothing. They are used to the magic of magical stones more than the magic within them, unable to do more than simple parlor tricks. Only those who wish to further challenge their magical knowledge and claim the title of "master magician" should take up the challenge of the Chaotics, a form of Ancient Magic that existed during the First Age and died out just before the end of that age. Very little knowledge is left to piece together, but if you wish to call yourself a "master magician," wield the power within...

How to obtain Chaotic Magic
The method of obtaining Chaotic Magic would be easy, but it would require only level 99 in Magic to begin. The player with level 99 magic should go to the Magic Guildmaster (the guy who sells the cape) and start a quest (can be a miniquest) to obtain a relic of magical power to them so that they can further their magical discoveries, but this relic wouldn't be a goblet or anything like that. The relic would be a dusty tome that would appear to be old, but it wouldn't turn to dust in your hands. Once the player gets the tome (most likely would be in the digsite area), they would feel some kind of strange force take hold of them and fill their minds with strange magical knowledge.

Chaotic Magic Spells
Chaotic Magic (as the name implies) is magic that thrives on inflicting damage in a balanced way. Some spells would damage players and heal enemies (PvP only), damage enemies and heal casters (like a spell form of Soulsplit), or even damage both enemy and caster alike.

These spells can be used in specific instances, but this kind of magic would be useful against Vampyres, some bosses, and other kinds of mobs in the game world.

Chaotic Magic: Abilities
While the spells offer some form of unique ability, the abilities themselves are different. These abilities (EoC only) can provide the player with damage, healing, or simple amplication to other spells outside of Chaotic Magic.
-Amplification: This basic ability provides the player (level 99) to amplify any combatant spell in the Normal or Ancient spellbook damage by 200% (125% in PvP) for 30 seconds. Cooldown is 30 seconds.
-Chaotic Darkness: This threshold ability (level 99) provides the player the ability to damage enemies with weapon damage with a 25% increase while healing the player by 25% damage taken for 60 seconds. Cooldown is 120 seconds.
-Chaotic Storm: This ultimate ability (level 99) provides the player with a storm that increases all Chaotic Magic spells by 300% (175% in PvP) that lasts for only 100 seconds. Cooldown is six minutes.
These abilities are just conceptual.

Chaotic Magic System
Chaotic Magic is a RNG kind of magic since you never know if the spell you cast can backfire onto you and helps to provide additional content beyond level 99 to encourage players to get level 120 magic. The spells and abilities should be chanced to hurt the player in some form (like draining Prayer, Summoning, or damaging them) if the spell was unsuccessful or done wrong.

Chaotic Magic Requirements
-You couldn't unlock it unless you have the Normal, Ancient, and Lunar spellbooks unlocked (without the quests Fate of the Gods and The Light Within for the spells in the Ancient spellbook) and have the level 99 in Magic.
-Without level 99 in Magic, the three spellbooks unlocked and their quests completed, you can not access Chaotic Magic.
-To unlock the Chaotic Magics, you will need to partially complete the subquest.

-120 Magic is optional to start the subquest (if you are already at 120 Magic)
-Without completion (or partial completion) of the subquest, you cannot see or access the abilities and/or spells of Chaotic Magic.

Chaotic Magic Subquest
To access this new spellbook, you will need to speak to Wizard Distentor in the Wizard's Guild.
You will also need level 99 Magic, Desert Treasure, Lunar Diplomacy, and The Dig Site quests completed with the optional quests Fate of the Gods and The Light Within completed.

To start this quest, speak with Wizard Distentor and talk about him having any quests to offer you. He will say that he does have a quest for you and sends you off to the Dig Site to find an ancient tome that is said to have knowledge of a unknown magic within its pages. Once the player arrives to the Dig Site, they feel a strange wind blowing and a black (with a purple trim) robed figure walk up to the player. This figure would present himself as a Chaotic Entity and a True Master of Magic, telling the player that many so-called wizards have tried to attempt the True Mastery Challenge but failing the challenge due to using so-called "pitiful magic" and succumbing to their injuries. The player would be slightly scared to do this challenge, but decides to take on the challenge. This makes the Entity laugh, but decides that the player's acceptance to the Challenge should be "entertaining and fruitful." After he makes this remark to the player, he then hands them a Treasure Trail scroll (one custom to this subquest only) that leads them to a random spot in the Dig Site.
This spot would be where the ancient tome is buried, encased in some kind of magical chest that can only be opened in a concentrated magical area. Once the player sees that it cant be opened in the Dig Site, they must go to either the Wizard's Tower or the Wizard's Guild to open the casket. Once opened, the casket disintegrates and a tome that looks dusty appears in the inventory.

It has a "Blow Dust" option and it triggers the player to blow the dust off of the tome to reveal a beautifully made black tome with a purple trim on it. The name of the tome would change from "Dusty Ancient Tome" to "Chaotic Tome" and once it does, some enemies would appear in the chosen location that seem to cast spells from the Chaotic Spellbook at the player. These enemies could not be damaged by any combat style, save for Chaotic Magic itself, but there wasn't enough time to read the tome thoroughly.

Death would not be an issue here as just as the player reached 1 hitpoint, they would suddenly perform a powerful Chaotic Storm that killed the enemies in one shot while knocking out the player. While unconscious, the player is met with the Chaotic Entity once again (and for the last time in this subquest) within the mindscape. The Entity reveals himself to be a long-forgotten wizard of the First Age who used this magic to sustain himself as a ethereal presence for thousands of years, unable to perform Chaotic Magic since his death.

He then tells the player that they have passed his Challenge and says that as a reward, the player can read the tome and learn the Chaotic Magics. After that, the player can ask the wizard any question about the subquest and/or the magic, but after three questions, the player would wake up by the subquest start point with a Congratulations! Quest Complete!

Amendment: Chaotic Magic Spells
The following spells are conceptual to help give an idea of the spells that would be available to those beyond level 99. Spells and Abilities can be unlocked by "charging" the Chaotic Tome via combat or skilling with Magic.
-Dark Bolt: At level 99, the caster can produce a small bolt of Chaotic Energy that deals 400-500 damage per cast to an enemy while also healing the caster for half of the damage. Does not work if it hits zero.
-Chaotic Lightning: At level 100, the magician can harness lightning at direct it at an enemy with a chance for Backlash. This lightning can deal up to 700 damage to the target or 10% of the caster's current health.
-Chaotic Storm (Spell): At level 115, the wizard can summon a storm to deal damage to multiple enemies while also healing the wizard up to 20% beyond the health capacity. If there is Backlash, the storm will deal up to 6000 damage to the caster with a small lingering effect, taking up to 3900 health.

Afterword
This suggestion can be amended by the community to spells and abilities to add for post-level 99 content to the Magic skill. The inspiration for Chaotic Magic comes from Wizard101's Shadow Magic (Backlash system), RuneScape's Ancient Magics (lore and backstory), and Harry Potter (concept), but even though these pieces came together to create Chaotic Magic, I feel like giving it a way into the game rather than automatically learning it makes it even more enjoyable.

The subquest is a way for those that have level 99 (120) to keep training the skill to level 120 and have access to this new piece of content. It can also add into the game a new form of magic instead of using runes (called Energy) that players can obtain slowly over time. There is a ton of ideas I have for the magic alone, but I'd love to see what the community has to offer in that regard.

I hope so too. Might talk with a Jagex Moderator over discord about the idea and any additional content to Chaotic Magic they might want to chat with me about since I'm writing up a full Google Document with the spells and abilities. Might also help write up the dialogue for the subquest just to help give them an idea of how I'd picture the player at level 99 getting access to the new spellbook.

Besides, I might want to add new Prayers to compliment the spells too.
