I think you're the only one so far who has thought the Code of Conduct takes precedence in the forums. Everyone else who responded seems to be under the impression that the Terms & Conditions take precedence.

The Terms & Conditions states that user content:
must not include hyperlinks or connections to third party websites;
While the Code of Conduct states:
If you post links or images make sure they are safe for your fellow forumers.
@Mexk - according to OP, this isn’t something they previously wanted to disclose, however this may change as the conversation develops or Jagex staff get involved.
All in all, the original question has already been answered by Demither, me, Lnkmiegel and various other users. It is just that OP is waiting for / expecting a JMod answer to the question.
The follow up question to Poerkie was also addressed in the original thread, but again it appears that the questions are mainly for Jagex to answer. There is no way to “help” OP as a player as such.
Might I suggest that if OP genuinely has a question as above and if Jagex do not answer, that they consider writing to their offices if the answer is of such importance and that it is believed that players are unable to sufficiently answer the question?
There did actually used to be a law email address you could email for questions about the Terms. This has since been closed to only law enforcement though as far as I’m aware.
You could also attempt to contact Customer Support for an answer to such questions. The forums are public for everyone to participate, within the boundaries of the Terms. For specific one on one communication with staff to answer a question, Customer Support can usually forward on the enquiry to the appropriate department to ensure a timely response.

Perhaps you should read Porkie's response in this thread Aeroxmaster.
He's clearly stated that he cannot officially answer the question, but has stated that both the T&C and the CoC apply. However, as you can see in my post above, this cannot be true, as they are contradictory. One of them must take precedence. They cannot both apply if they have contradictory rules.
I had read it already before replying. I said that the point you raised in response to his post was specifically already addressed prior to this new thread being created.
I’m not going to repost it here, but that’s purely because I don’t want an argument to start out or anyone to get upset again. This was definitely addressed already though, just not by JMod forum post here recently. I’d only repost if I’m sure you were happy wit that, but I’d suspect you might consider it thread derailment (though I do disagree based on how Jagex have previously taken care of these forums; their constitution of thread derailment etc).
Poerkie is absolutely correct in that both apply, and Demither was also correct. The contradictions are addressed in the Terms themselves but yes as I said, I’d advise contacting Chstomer Support or writing to their offices if you’re intent on a JMod response (if one doesn’t come within the next 4 weeks or so).
Dude, as long as you're not going to be making accusations, or derailing the thread, then I welcome your input on the topic.
If you wish to try and explain how both the T&C and the CoC can apply at the same time, while having contradictory rules, by all means, I welcome it.
