Unable to hit training dummy

I stood up a range training dummy. I could fire at it (royal bolts, energized arm cannons), but the dummy would not take any hits. Its health bar stayed solid green. I was occasionally able to fire a deadshot ultimate ability, which would hit for some points, but no other abilities would.

The dummies disappear after a while if the deployer doesn't attack them for a while, perhaps they disappear too if you can't kill them fast enough? The RS Wiki needs a hand, and Bwian's will gladly take the rest of your body!
