Please don't name & shame other players on the forums, and please don't include phishing links even if you're giving people a heads up as this could leave the door open to players checking it out anyway, and falling victim to the scam.

As there is no way to provide evidence from Jagex's systems on the forums, accusations here come down to one player's word against another. (Screenshots are not considered evidence as they are too easily manipulated)
It is also very possible that the account named is actually a hijacked account that the hijacker is using until it's owner recovers it.

Because anyone can lie on the forums to make someone look bad who actually did nothing wrong, and there is no way to prove it true or false through a forum post. Just because someone said it on the forums doesn't make it true.
The way to report is in game, where evidence can be shown using in games systems including the chat.Hi.
