May I suggest we have the ability to upgrade non smith-able weaponry and armour?
This idea is mainly a suggestion for item sinks.

We all notice weapons like godswords, bandos/armadyl etc crashing right?
Everyone's response will be, "It's because it's obsolete and there's better weaponary now".
What if we were able to have +1, +2 for dragon weapons/armour, godswords etc. But it requires the essence of another sword/armour to upgrade it.
Just like the trimmed masterwork, you need to sacrifice a piece of torva or male armour.
You need to break down a armadyl godsword, for the essence. Once upgraded the damage will be slightly upgraded, the special attack will also be slightly upgraded, but instead of lvl 75 attack, you need lvl 80 or lvl 85 for +2, this also make the community want to upgrade their own current weapon instead of buying a higher tier weapon.
P.S Maybe small life bonuses or hp replenish for armours.

Weapons/armour I suggest this for:
-Abby whip
-Lava whip
-Godswords
-Barrows
-T70 God armour and weapons
-T60 Dragon armour/weaponry
-Gud's raider Armour
-Noxious weaponry
-Elf Crystal

The one concern of this potential update is Pvp being unbalanced against magic/range.
Hopefully they will rework crafting/fletching so magic/range can also have upgraded armours

Thing is - those items already are good for min-maxers, it might be that upgraded low level metal items are too good - but who would sacrifice tons of gold just to create equipment fit for a min-maxer?

Besides:

- Abby Whip is used for the Vine Whip to create a t75 main-hand and a t85 main-hand. One-handed melee weapons won't ever be too useful. Why should I sacrifice a ton of lava-whips if I simply could buy a drygore weapon cheaply?
- Godswords: I think a plain buff to t77 (akin to the armadyl battlestaff) might be a better solution to come true to their status. Why should I sacrifice tons of swords if I simply could get a better weapon cheaply once again?
- Barrows: Might actually be a viable idea this time. But maybe fusing it with a full set of fully upgraded necrite items to make a superior barrows set at t80? Why should I sacrifice several millions again to get some t73 item at max?
- T70 GWD has no direct competitors. It's the sole power armour at that tier, so at best it was made less useful by higher levelled items.
- T60 Dragon armour is the sole power armour at that tier, so at best it is made less useful by higher levelled items (bandos?). Weapons might be an issue. But why should I sacrifice tons of dragon weapons if I just could
- Gud raider is grandious. It's after all the best choice for free players. Also body has no direct competitor, weapon is a non-degradeable alternative to gravite.
- Noxious weaponry is anything but useless. I guess you just want a cheap t92 weapon now, right?
- Crystal stuff is great - it probably is the easiest augmentable halberd you can get, also it got a powerful effect on top of plain t70 (or 80 for attuned) stats.

I mean - you are trying to create min-maxer stuff. Problem is - except for your noxious niche - it will end up so expensive, players just will level those 2 or 3 levels more and buy the real stuff at that level. And well your exception suddenly would invalidate actual higher levelled items. Why should I want to get a staff of sliske if I simply could fuse a handful of noxious staves? Why should I want to get a zaros godsword if I simply could fuse a handful of noxious scythes - and creating an item the process which wouldn't just achieve parity, but actually would be superior to the godsword. Improvements: Tooltip / (F2P) QoL v2
