Would be nice if we could fletch some Fishing rods with Logs(Normals - Elders) for a little boost of catching or some fish need certain need of rod to get caught

I can only see this being truly useful if they ever extended the skill to 120 as we have an over abundance of catching boosters as is IMO.

I mean we have crystal rod, shark outfit, COTS aura, fishing juju pots, fishing boosting familiars, scrimshaw, and skillchompas.

Do we really need more?

I guess if existing tools are integrated into that system it could be viable extension. Catch rate increase could be 1 % for each 10 tiers, with crystal being t70 with some kind of bonus and tavia remaining the best rod there is with a 10 % boost (so bascially a t100 equivalent) and its proc chance for buffs. Like with pickaxes they all could be added and removed as players like, but only special ones could be augmented.

I could imagine hammers with increased progress, but how are knives (except the crystal one with a passive effect) supposed to work?

Needing a higher-tiered knife to fletch higher-tiered logs. Bronze for normal wood, mithril for maple, rune for magic (if I have the tiers right). Maybe lower-tiered knives still work, but it takes longer than using the optimal tiered knife.

Why should I want Jagex to implement new tools solely intended to restore the state of the game I currently have? I mean - if I don't get the stuff my situation is worse compared to pre-update, if I get it it's at best equal to now. It could work if fletching was reworked into a progress system like smithing though.
