Public chat working how it's always worked is fine and this idea would just be a catastrophe waiting to happen in regards to how confusing it would be.
D'you want to know how to solve the almost borderline non existant sociability of the "new" community? Increase the player count. The more players there are means there's an increase in various personalities all at different stages in the game thus the actual social people will naturally gravitate towards each other and the snowball effect will come into play.
It's either that or get rid of half of the servers to force people together - or else we're stuck on this depressing merry go around forever.
If Jagex didn't shoot themselves in the foot by permanently segretting a once single and strong community in the first place we wouldn't be in this situation to begin with but, like they say, hindsight is always 20/20...

thats also a bad idea
theres already issues with fighting for spots for training. to extent abyssal demons had to have increased spawns and extra area. one example
other factor involved is time based D&Ds such as runesphere the ones in deepsea fishing. (any that world hopping is meta, where infact people socialise over friends chats to help with) reducing worlds will reduce spawns. possibly making it not convenient to even world hop killing these friends chats. the opposite of what it is you want to propose. unless they icnrease spawns for all these activities (not miss one)
from my experience rs is still heavily social with friends chats and clans etc. just because your avatars arent next to each other speaking doesnt mean its not a social game anymore
but lets look at places that are heavily populated. world 84 combat academy.... id rather there be less of these heavily populated areas. if you dont know what i mean. go to world 84 combat acadamy and just skill and chat and socialise there for a bit. youll see what i mean
also try and take note of all the players there and how many people are actually socialising. just because they are together doesnt mean they all want to or are socialising.
decreasing worlds will just cause more issues than it solves
