FMods are chosen by Jagex staff on the basis of a history of good posting and forum helpfulness.
As explained in this thread (which despite its name discusses to both PMods and FMods), Jagex look for friendly, helpful players with secure accounts. They should have demonstrated patience, understanding, ability to communicate well, constructive posting etc., and be active in the community.

The two things are completely different: FMods are recruited by Customer Support, but Jagex Staff are recruited by the company's human resources department. Being a PMod or FMod might go on your CV, but it certainly isn't a shortcut to a job at Jagex, or necessarily an advantage when applying.

Not really sure what the objective of this thread is. Anyone who's a good member of the community has the potential to become an FMod.

As Archaeox mentioned, that's not how it works. Being an FMod or a PMod doesn't have a huge impact on your CV unless you're entering into a role which those skills would benefit. Even then (keeping in mind I'm not in that team) the benefit is relatively limited.
Being an FMod / PMod is not a prerequisite to being hired by Jagex.
