I'd say it's probably about 1/3 of the way through it's life, at most. Although I do think as far as population/popularity goes, this past year or so was probably its peak. There is still a long way to go before it dies out. It's a popular game with thousands of paying members and has made enough revenue that they've been able to expand the development team in the last few years, not shrink it.
The first real sign that the game is dying will be whenever Jagex stops making regular content updates and starts to only do maintenance. That will come eventually but I don't think we're anywhere near that point yet. Even once we reach that I'd say the game will still have a few years left, just look at RSC; it lasted 17 years and it was the least popular/profitable of the 3 versions of Runescape. I would expect RS3 and OSRS to last at least that long as well.
