Math can explain why people might be justified in thinking the Divine is too strong.

The best health restore in the game is a Saradomin Brew at 64/4.
The best Prayer restore in the game is a Super Restore Potion at 128/4, or 124/4 with a Prayer Potion.

Let's say over time you take 10,000 damage.

Elysian:
10,000 * 0.813 = 8,130
8,130 / 64 = 127 Saradomin Brews
127 * 4 = 508 doses of Saradomin Brew
508 / 3 = 169 doses of Super Restore to restore stat drain from Saradomin Brew
169 / 4 = 43 Super Restores
127 + 43 = 170 inventory slots

To deal with 10,000 damage using an Elysian, you need 170 inventory slots.

Divine:
10,000 * 0.15 = 1,500
10,000 * 0.7 = 7,000
7,000 / 64 = 110 Saradomin Brews
110 * 4 = 440 doses of Saradomin Brew
440 / 3 = 146 doses of Super Restore to restore stat drain from Saradomin Brew
146 / 4 = 37 Super Restores
1,500 / 128 = 12 Super Restores, meaning no extra Super Restores are necessary
110 + 37 = 147 inventory slots

To deal with 10,000 damage using a Divine, you need 147 inventory slots.

170 / 147 = 1.156

In other words, the Divine Shield is 15.6% more efficient because it is easier to restore Prayer than it is to restore Hitpoints. In addition, Prayer points are restored incidentally as a result of restoring Hitpoints.

This remains true even if you use Manta Rays.

7,000 / 22 = 318 Manta Rays
1,500 / 124 = 12 Prayer Potions
318 + 12 = 340 inventory slots to deal with 10,000 damage
8,130 / 22 = 369 Manta Rays
369 / 340 = 1.085

The Divine is still 8.5% more efficient than the Elysian. On top of that, it's consistent, and not subject to random chance like the Elysian.

Why it's entirely possible to be lucky, the Elysian is still less effective at 100% proc rate.

7,500 / 22 = 341 Manta Rays
341 / 340 = 1.002

7,500 / 64 = 117
117 * 4 = 469
469 / 3 = 156
156 / 4 = 39
117 + 39 = 156
156 / 147 = 1.061

The Divine is 0.2% more efficient than the Elysian when using Manta Rays, and 6.1% more efficient when using Saradomin Brews.
I'll keep score from now on.

If the Divine were adjusted to only reduce 10% of the damage and direct 20% of the damage to your Prayer, it'd probably be balanced enough to warrant a yes vote. I'll keep score from now on.

The shield would have limited use (as does the Elysian), and the added cost of using it more than justifies the marginal increase in efficiency it offers. I forgot to consider infinite healing per inventory slot like Bones to Peaches and Blood Barrage, too, which means in some cases the Elysian might actually remain better because it doesn't drain Prayer.

I'd rather it weren't just added to Corporeal Beast, but the shield itself is fine, in my opinion.

I hear that some PvPers are concerned it's to overpowered, but I think the Prayer drain is going to make it okay. Higher chance to Smite someone if you're doing direct damage to their Prayer like that. Might be harder to combo them, but it's only slightly better than an Elysian, and would be expensive as hell, too.
I'll keep score from now on.

Yeha, I heard PKers were upset too. Every PKers on my friends list downvoted it. But of course, those are the actual PKers, not the retards running around in clans who spam pile the same person. I'm sure they must've voted yes just because of the prayer drain effect resulting in an easy smite.
The ditch is gonna get endless repolls while sand buckets can pass the first poll and never be implemented. After the ditch passes the 7th poll attempt, it'll be implemented an hour before the poll closes because it's actually important. Deal with it.
