Why should we be forced to do quests then to unlock content?
I'm not sure what that has to do anything. We're talking about Wilderness lures, not quests.

But to answer your question, you aren't forced to do quests.

The reason content is locked behind quests is to make the content exclusive, so that you feel more rewarded by completing the quests and unlocking it. It makes the content (be it teleports, items, or whatever else) feel so much better to obtain because you had to earn it, instead of inherently having access to it.

It makes certain items and areas seem far more interesting and impressive knowing that they had to be unlocked first. Ava's Assembler wouldn't be nearly as impressive if you could just buy it off the Grand Exchange, for example.

It helps build the lore and makes the world feel like an actual world and not just an empty plane with boring, unnamed items and enemies. In other words, it builds immersion.

It encourages players to participate in parts of the game they might not otherwise do by adding a reward for doing so, and does so in a way that makes sense for what you're doing.
I'll keep score from now on.

I agree with your point about not being forced to do quests (or enter the wilderness). But yeah, quests are lures.
