Except for powermining or Runite of course. Uranium could always be added to all mines, much like finding gems is. It could possibly be another bot prevention tactic that slow kills the player overtime if they hold the ore or drop it close to them, as well as having its other purpose of acting like poison with its radiation.
When dropped, it could take an hour for it to de-spawn ( somewhat like the Elephant foot ) & without the proper protection items to handle it, it could easily remove all the low level auto miners........ West & drop a single ore.

I think it all depends on how you frame and setup the idea. On the surface it seems silly, but when you dig deeper, you'll find Runescape is full of tongue-in-cheek jokes and anachronisms. I mean we do after all have a quest line involving Soviet penguins who work for the KGB, A bartender at the Blue Moon Inn who is aware that this is all a game, and black ops commando gnomes.
It all depends on how you frame it. Maybe introduce it with a new quest line. Perhaps the Dwarfs are tunneling underneath the mage guild, when they run into this mineral called Unobtainium and they're suddenly sabotaged by penguins. The resulting comedy of errors that ensue are the meat and bones of the introductory quest that you have to fix.
My point is there are plenty of ways you can make something like Uranium fit into the universe of Runescape.One does simply not just walk into the Wildy
