Ironmen currently are somewhat limited in their methods and abilities to obtain buckets of sand and are mainly dependent on shops. Since this isn't a very ironman-friendly game mechanic, I have a suggestion to make buckets of sand more accessible without devaluing the game mode too severely. Add a new spell called sandstorm onto the lunars spellbook that'd fill buckets with sand. This spell could only be casted by the Fountain of Rune and a new NPC would be added to note buckets of sand to promote risk. The cost and scaling of noting prices would be the same as the wilderness resource area (along with diary perks). Discuss.

Edit: Since this suggestion is highly flawed in the regard that PKers would be forced to risk due to having the burden of skulling but face minimal reward, I would like to make two changes:

-An NPC to note and unnote objects for a coin sink would be placed by the Fountain of Rune similar to the one in the wilderness resource area
-10m in wealth must be risked in order to use this spell

Keep in mind that risk for reward is a package. You must take both, not one or the other. This applies for everyone. :)

Support for Sandstorm. Was a better idea than anything Jagex came up with, so I'm not sure why they didn't go with it.

No it doesn't. The perk is not just "Buckets of Sand." The perk is free Buckets of Sand every day automatically sent to your bank.

The spell would require you to actually work for it, and would have an associated cost to it. This is no different than being able to buy Buckets of Sand or fill Buckets at a Sandpit. Do those devalue the perk, as well? No, they don't.

Yeah, exactly. Having to get the Lunar spellbook, runes to cast the spell, and having to constantly cast it and bank rather than just waiting for it to automatically be sent to your bank.
